The Department of Justice has been implementing the Centrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for Districts and Subordinate Judiciary since 1993-94. This scheme aims to enhance the infrastructure of district and subordinate courts across the country. The funding for this scheme is shared between the Central Government and the respective State Governments/Union Territories.
Under the CSS, the funding sharing pattern between the Center and the State is 60:40 for all states except for the North Eastern and Himalayan States. For the North Eastern and Himalayan States, the funding sharing pattern is 90:10. As for Union Territories, the funding is provided 100% by the Central Government.
One of the key components of this scheme is the Nyaya Vikas Scheme. It provides central assistance to State Governments and Union Territory Administrations for the construction of court halls and residential units for Judicial Officers and Judges of District and Subordinate Courts. This helps in improving the working conditions and facilities available to the judiciary.
With the extension of the scheme beyond 31.03.2021, some new features have been added to further enhance the infrastructure.
