The Finance Department of the Government of West Bengal, through Notification No.965-F(Y) dated 18.02.2015, introduced modified bill forms as per WBTR-2005. These forms are specifically designed to facilitate the preparation of claims by the Drawing and Disbursing Officers (DDOs) using the e-Billing Module of the Integrated Financial Management System (IFMS).

The purpose of this digitized format is to streamline the submission of claims to the Treasuries. Over time, almost all the TR Forms have been made mandatory for preparation and submission through the e-Billing Module. However, until now, TR Form No. 21, which is used for the drawal of bills related to Travelling Allowances for Tours, Transfers, and Leave Travel Concessions (LTC), was not mandatory to be submitted in digitized format through e-Billing.
